need help with a server crash

Well, so here i am. I need a helping hand with a server crash.

First of all, all server files work properly, thats not a problem. that hacker who crash my server uses other method. I will not exacly post it coz i dont want to give hackers more posibilities to have fun of us, server owners. I will only say that this method uses custom files / packets. I even know that method and know how to use it, coz i research how to stop it, but i cant to do this on my own. I will describe about that crash :

1. Crash is done even before server join and Steam ID is sent.
2. When hacker join server, its shows 2-3 loading bars and then server stops.
3. Hacker dont join exacly, just connect - for example - "unnamed join game" and thats it, server crash.

I think that i post equal knowlenge about it, so i asking for help now. Can somebody help me to protect my server against this?
