Spawn Immunity

Having an issue with spawn immunity.
It will stay on FOREVER until the person fires.. let me resphrase.. until the bot fires.. I haven't had anyone in the server with me yet as it is about 1 hour old.
I have tried to turn the option on and off and restart the server but no luck
Below is my cfg
I have tried gg_spawn_protect_cancelonfire 0 as well.. if I turn that off.. all the bots and myself are immune forever.
Server IP: css:kaaos.com:27015
