Bot Quota

My bot_quota seems to be messed up. Not sure if this is a gg problem or something else that got messed up after the last gg update. I notice that when 4 people are playing a game and lets say 2 people leave the bots will come in and lets say the other person just your teameverything it fine but when he goes back to the other team the bots goto spec. And have to kick the bots from the server. I also noticed that when you win the game with 2 people and come back and there should be 4 bots in the server there is 4 bots but its just me vs the other guy so that leaves 2 bots left but there in spec there not playing the game. And not sure why,
