Round not ending when one team is killed off? (DeathMatch)

I have my server set up for DM mode, but when one team is eliminated it ends the round, so you have wait around for a 5 count before getting spawned and getting back into it.

I've went through the settings and I've tried searching but I haven't found anything related to what I want. Is this a setting? or a mod I can get? Granted it's only really an issue during low population (2 - 8 players), but annoying nevertheless.

I was also wondering if its possible to have a map vote come up at some point so people can select which map they'd like next. I don't know if there's something out there since GG maptime is only as long as it takes for someone to max it out, and that's always a variable.

First,

mp_ignore_round_win_conditions 1. This will cause the engine to ignore the round win variables.

Also the mapvote? I'm not 100% sure what your wanting here. But none the less.

These are the settings used in my server for map voting.
If you use sourcemod you could change:
"gg_map_vote_command "sm_mapvote"","gg_map_vote "2""

(Just make sure to move mapchooser.smx to the plugins folder.)
