Bot's wont leave when player joins

what do i have to do to make bots leave if humans join a team?
example==
4 BOTS on server
1 human joins
1 bot leaves

I tried everything to do this on my GG Source server but they just won't leave they continue to stay. Do I need a custom bot download other than the one source supplies? If so how would I install that one? Thank you

bot_quota 4
bot_quota_mode fill
bot_auto_vacate 1

That should do it.
