Problem with gungame

ok ive been working at gungame for a while now, and i cant seem to fix ct spawning with usp ive looked at the cfg and everything and the cts still spawn with usp

Does it happen all the time or is it random after a warmup round?

I ask, because sometimes on my server, if someone gets a kill just at the right time at the end of the warmup round, they will start on lvl 2 with a USP.
